But there's an important distinction:
Your ad doesn't change ChatGPT's answer.
The advertising experience is separate from the response. The opportunity is to reach someone while they're having a relevant conversation. And that's what makes this interesting.

The underlying logic of the two platforms is genuinely different — not just a new placement for the same kind of targeting.

OpenAI currently says it does not show ads to users on:

Ads are also not shown to accounts identified as belonging to users under 18.

That creates a very different question for marketers. Not simply: "What keyword should I advertise against?" But: "What conversations should my brand be relevant to?"
What Are "Context Hints"?
This is something businesses should understand before launching. Advertisers can provide context hints at the ad-group level. These can describe conversations, topics or keywords where their product or service may be relevant.
For example, imagine an AI Search Visibility company. Instead of thinking only "AI SEO," you might think about conversations such as:
- "Why isn't ChatGPT recommending my company?"

Cost Per Click
You pay for valid clicks. OpenAI currently recommends starting with a maximum CPC bid of $3–$5 USD.
oCPC & oCPM
Optimized toward conversions, but billed on valid clicks (oCPC) or impressions (oCPM).
And this is important:
You don't pay per conversion.
OpenAI currently describes both oCPC and oCPM as conversion-optimized billing options, depending on eligibility and campaign setup.
What About the Starting Budget?
For USD accounts, OpenAI currently lists a $25 minimum daily budget. But don't interpret that as "every company should spend $25 a day." It's simply the current platform minimum for USD billing.
OpenAI also recommends that new advertisers start with a daily budget so they can monitor delivery and performance before committing to a campaign-total budget. I'd look at the first campaign as a controlled learning exercise.
Where Can I Advertise?
This is another question businesses should answer before building the campaign. OpenAI currently has self-service Ads Manager availability across a growing list of countries. The current list includes markets such as:
- United States
- United Kingdom
- Canada
- Australia
- India
- Germany
- France
- Japan
- UAE
- Saudi Arabia and many others
But there's an important detail for new self-service accounts. Some new accounts may initially be restricted to advertising in their home country. International targeting becomes available after identity verification and meeting OpenAI's required advertising-spend threshold in the home country.
So if your business is thinking "we'll launch today and immediately target five countries" — check your account eligibility first.
What Should You Actually Measure?
Ads Manager currently reports metrics including:
- Impressions
- Clicks
- Spend
- CTR
- Average CPC
- Average CPM
- Conversions
You can also add UTM parameters to your landing page URLs and connect the traffic to your existing analytics.
But here's where I would go one step further. Don't just ask how many clicks did we get? Ask: who clicked? What were they looking for? Did they take the next step? Did the campaign generate commercially meaningful activity?
Because a click is an event. A customer is an outcome.
What Should the First Campaign Look Like?
Don't start by advertising everything your company sells. Start with one business problem. For example:
- Audience: SaaS companies
- Problem: Low visibility in AI Search
- Potential conversation: "Why isn't ChatGPT recommending my SaaS company?"
Then build around that. One audience. One problem. One clear value proposition. One campaign objective. Relevant context hints. A focused landing page. Then measure what happens.
And there's another reason not to overcomplicate the first campaign. ChatGPT Ads Manager is still a beta product. OpenAI says the platform will continue to evolve, with capabilities being added over time. That means businesses shouldn't approach this with "we already know exactly how this channel works." We're still learning.
A better approach is:
Hypothesis → Launch → Measure → Learn → Refine
