Let’s break it down.
There isn’t one fixed price for running an ad on ChatGPT.

Notice the word maximum.
That doesn’t mean every click will cost $3 or $5. Your actual cost can vary depending on the auction and delivery. ChatGPT Ads uses a relevance-weighted, second-price auction to select among eligible ads.
So businesses shouldn’t think of $3–$5 as a guaranteed price per click. Think of it as a starting bid range recommended by OpenAI for CPC campaigns.

CPC = Cost Per Click.
With a Clicks campaign, you’re buying traffic. You are charged for valid clicks, not simply for every impression your ad receives.
For example: if your campaign generates 100 valid clicks and your average CPC is $3, your media spend would be approximately $300. Your actual CPC can be higher or lower depending on campaign delivery and auction dynamics.
CPM = Cost Per 1,000 Impressions.
If your goal is visibility rather than clicks, you can choose the Views objective. With Views campaigns, you’re billed based on impressions served.
For example: a $20 CPM means approximately $20 for every 1,000 impressions. This is useful when your objective is reach and exposure, rather than getting users to click through immediately.
This is where things can get confusing.
For Conversions campaigns, eligible advertisers can choose between two billing methods:
The important point: you do not pay per conversion. The campaign is optimized toward your selected conversion event, while billing happens through clicks or impressions depending on the option selected.
That depends on what you’re trying to accomplish.

A daily budget represents an average amount over a seven-day period. It isn’t necessarily a hard same-day spending ceiling. OpenAI says daily spend can be higher or lower on individual days, with total spend limited to seven times the selected daily budget over the applicable seven-day period.
For businesses testing the platform for the first time, OpenAI recommends starting with a daily budget so you can monitor delivery and performance before committing to a campaign-total budget.

That means: don’t build your business case around someone else’s promised CPC or conversion rate. Your own campaign data matters more.

Not every ChatGPT user sees ads. OpenAI currently says ads are not shown to users on Plus, Pro or Business plans, or to accounts identified as belonging to users under 18.
That’s an important consideration when estimating the audience available to your campaign.
Yes, country targeting is part of campaign setup, although availability and targeting capabilities depend on the account and market.
One important detail for new self-serve advertisers: some accounts may initially be restricted to advertising in their home country. OpenAI says international targeting becomes available after identity verification and reaching the required advertising spend in the home country.
So if your business operates internationally, don’t assume every market will immediately be available in your first campaign.

For a business campaign, the more useful question is: did the campaign produce the business outcome we were trying to achieve? For example:

Don’t start with: “How much money should we put into ChatGPT Ads?”

That’s a much better question.
Because the first campaign shouldn’t just answer how much you spent. It should help you understand which audiences matter, which conversations matter, which messages resonate, which campaigns convert — and whether ChatGPT deserves a bigger place in your advertising strategy.
ChatGPT Ads is still evolving, and OpenAI says the platform’s buying, delivery, measurement and optimization capabilities will continue to change during the beta.
